Measure, Understand, and Reduce your GHG Emissions

This toolkit helps Canadian organizations understand greenhouse gases (GHGs), collect and interpret GHG data, calculate a robust GHG baseline, and design practical GHG emission reduction strategies. It connects core concepts like the greenhouse effect, climate change, global warming potential (GWP), carbon dioxide equivalent (CO₂e), and GHG accounting to real-world actions that support net-zero goals.

Federal programs

Canada Carbon Rebate for Small Businesses: The Canada Carbon Rebate for Small Businesses is a refundable tax credit announced in the budget 2024. Application is typically not needed, and payment is automatic if your organization is eligible.

Greenhouse Gas Offset Credit System (Federal): This encourages municipalities, Indigenous communities, foresters, farmers and other project developers to undertake innovative projects that reduce GHGs compared to business-as-usual practices.

Canada’s Greenhouse Gas Offset Credit System (Indigenous engagement): Carbon offset projects offer opportunities to earn credits by doing activities that help the climate. These credits can be sold in a carbon market. The Government of Canada is actively working with Indigenous communities through this program.

Green Freight Program (GFP) by Natural Resources Canada: This program is designed to help fleets reduce their fuel consumption and greenhouse gas emissions through fleet energy assessments, fleet retrofits, engine repowers, logistical best-practice implementation and the purchase of low carbon vehicles. 

Net-Zero Challenge Technical Guide for SMEs: The Net-Zero Challenge is a voluntary initiative aimed to encourage businesses of different sizes and sectors to implement credible and effective plans to transition towards net-zero emissions by 2050. 

 

Alberta programs

Alberta Carbon Capture Incentive Program (ACCIP): This program provides incentives for facilities to incorporate the development of new carbon capture utilization and storage (CCUS)  infrastructure into their operations. 

Emissions Reduction Alberta – Emerging Innovators Challenge: The Government of Alberta provides project funding to help SMEs get clean technology solutions to the market at a faster pace. 

Emissions Reduction Alberta – Energy Savings for Business: This program supports Alberta businesses improve their energy efficiency and emissions reduction by providing funding for commercial costs and energy saving technology projects.

Clean Technology Business Innovation (CTBI) Voucher: This program, managed through Alberta Innovates, focuses on encouraging and supporting Alberta’s established Small and Medium Enterprises (SMEs) in pursuing growth opportunities in the low carbon economy. British Columbia programs

Clean BC Custom Program: This program offers funding for energy studies and capital incentives for fuel switching and other electrification methods tied to measurable GHG savings for commercial and industrial buildings. 

Clean BC Building Innovation Fund:  This program provides incentives to B.C manufacturers and technology developers to commercialize and show new energy efficient and low carbon building technologies and designs.

Integrated Marketplace: Through innovate BC, this initiative works to accelerate and de-risk the adoption of domestic innovations to assist key areas of the province to decarbonize, increase competitiveness and strengthen health and safety.  

 

Manitoba programs

Efficiency Manitoba Innovation Fund: This program provides funding support to organizations that are looking to pilot new and innovative energy efficiency opportunities in the Manitoba market. Improvements often tie directly to GHG reductions along with measuring and verification. 

Merit-Based Program (Manitoba Low Carbon Economy Fund): Is intended to support building and process improvements that reduce greenhouse gas (GHG) emissions and the use of fossil fuels.

Climate Action Fund Manitoba: Provides funding to help businesses, municipalities, Northern Affairs Communities, Indigenous communities and non-profit organizations address the challenges of climate change while building a low-carbon economy. Priorities are geared towards reducing greenhouse gas emissions and making life more affordable in Manitoba.

 

New Brunswick programs

Industrial Energy Efficiency Program: helps industrial facility managers in New Brunswick with advice and incentives for projects and energy management systems. 

NB Power Business Rebate Program: This program offers 25% back on energy efficiency products and equipment for your small-medium sized business, aiming to reduce operational cost and carbon footprint of the business. 

Corporate Cleantech Innovation Fund: Designed to support New Brunswick small-medium sized enterprises in the development and implementation of cleantech innovations aimed at reducing greenhouse gas emissions and improving environmental outcomes. 

 

Newfoundland & Labrador programs

Climate Change Challenge Funds: A competitive, application-based grant program that provides funding to private sector, public sector, non-profit, and Indigenous organizations to undertake projects that can cost-effectively reduce greenhouse gas emissions with a focus on targeted areas. 

Green Industrial Facilities: NL Hydro provides strategic energy management, energy audits, and capital upgrades to participating facilities with the goal of reducing their energy consumption, electricity costs, and greenhouse gas emissions, while maintaining production capability. Northwest Territories programs

Energy Action Plan GNWT: The Government of the Northwest Territories 2022-2025 Energy Action Plan includes grants and rebates for a variety of energy and greenhouse gas reduction projects and supports for communities. 

GHG Grant Program for Buildings and Industry: This program is designed to support initiatives by NWT businesses, industry, and non-profit organizations that would help reduce greenhouse gas emissions. 

Government of NWT Funding Programs: The Government of the NWT has developed a search engine to help businesses find funding programs. See the following program site and filter by your desired category (e.g., “Environment and Energy”) for more information.  

 

Nova Scotia programs

Clean Fuels Fund Nova Scotia: helps industries, businesses and communities in the industrial sector looking to switch to low-carbon and renewable fuels through project-based funding supports. 

Environmental Stewardship and Climate Change Program: provides support to businesses in the agricultural sector and Mi’kmaq owned farms to reduce environmental risk, greenhouse gas emissions and adapt to the impacts of climate change. 

Fisheries and Aquaculture Energy Efficiency Innovation Fund: provides incentives through non-repayable claim contributions for innovative energy efficient practices  by businesses the fisheries and aquaculture sector in Nova Scotia interested in reducing the effects of climate change. 

Sustainable Communities Challenge Fund: provides support to community-based institutions and organizations interested in projects to reduce or remove greenhouse gas emissions. 

 

Nunavut programs

Clean Energy for Rural and Remote Communities Program: Provides funding for communities and businesses interested in retrofit upgrades, biomass heating, district heating, and combined heat and power systems to build more resilient and sustainable communities.  

Climate Change Preparedness in the North Program: provides support to Northern communities and organizations to help them adapt to climate change impacts by funding structural and non-structural projects. 

Low Carbon Economy – Indigenous Leadership Fund: Established under the federal government’s Low Carbon Economy Fund, this program offers funding streams for Inuit and remote northern Indigenous communities to support low-carbon projects. 

 

Ontario programs

Emission Performance Standards Program: this program provides funding support to projects aimed at reducing greenhouse gas emissions at eligible industrial facilities. Examples of project activities include stational equipment retrofits for energy efficiency and fuel switching, heat recovery, clean electricity, etc.

Energy Retrofit Loans:  the City of Toronto offers fixed, long-term, low-interest financing to help building owners invest in low-carbon, energy-efficient capital improvements. 

Utility based Incentives: Offers various programs and rebates by Toronto Hydro, to help individuals and businesses improve their home’s or business’ energy efficiency and lower emissions.

Save on Energy Small Business Program: Supports businesses with 50 or fewer employees, offering incentives and energy efficiency upgrades, including an on-site audit by an energy saving expert.

 

Prince Edward Island programs

Efficiency PEI, Strategic Energy Solutions: Provides rebates, incentives and energy efficiency solutions for businesses, community centers, and agricultural operations, including a free energy audit upon application.

PEI Net Zero – Instant Rebates on Energy Efficiency Products: rebates are offered on certified energy efficient appliances and other select products purchased at participating retailers across PEI. An application is not required.

Solar Electric Rebate Program: offers rebates to residential homes, businesses, and farm buildings for photovoltaic (PV) solar panel installations in PEI. 

 

Quebec programs

EcoPerformance Financial Assistance Program:  provides rebates, financial support and incentives for Quebec-based SMEs looking to save on energy, including energy analysis.

Energy Savings for Business: provides financial support for energy-efficient solutions. It is tailored to meet the specific needs of businesses and  shortens the payback period on investments to purchase and install efficient equipment. 

Bioenergy Conversion Funding Program: provides incentives funding under the simplified implementation stream for small businesses, institutions, agricultural enterprises, manufacturing enterprises, and industries to convert oil or propane heating system to bioenergy. 

Go Green Program: provides financial assistance to help businesses, municipalities and public organizations that operate a fleet of on-road vehicles implement measures that reduce fuel consumption and subsequently GHG emissions. 

 

Saskatchewan programs

Home Efficiency Retrofit Rebate: SaskPower and SaskEnergy offer the Home Efficiency Retrofit Rebate, which includes a subsidy to cover the cost of pre- and post-upgrade EnerGuide evaluations. 

Commercial Energy Optimization Program: The Energy Support Services (ESS) offers free consulting services to help small and medium businesses with energy usage below a certain Gigawatt-hours to identify opportunities, report and track projects and savings. 

Livestock Facility Emissions Program: provides funding to producers with intensive hog and sheep barns where animals are continuously housed indoors. It supports facility upgrades, practices and technologies that improve energy efficiency and manage manure and methane emissions, which can support reductions in greenhouse gas emissions and lower operating costs.

 

Yukon programs

Innovative Renewable Energy Initiative: provides funding support to businesses for renewable energy projects to reduce diesel consumption and increase the supply of renewable energy in Yukon.

Renewable Energy Rebates: provides incentives to install or use renewable energy sources and materials in homes, businesses, or commercial space. 

For the Road Rebates: offers incentives to reduce your carbon footprint with zero-emission electric vehicles, bicycles, and transportation devices.

For Buildings and Homes: offers money back when you make energy efficient choices for houses or buildings (e.g., window upgrades, heat pumps, insulation and air sealing upgrades, thermostat upgrades etc.)
